I bought a second hand V2.9 controller and gave it a
static ip address, this now pings on my network but it
does not talk to Harmony. When I start logging in BBSB
Viewer I get BBSEM [000B25 90.xxx.xxx.xxx]: Connecting to
192.168.1.15 (53006)

I assume 192.168.1.15 is the ip of the previous owners
Harmony server.

How can I get around this?

I found the answer in a previous post.

Have you run the Harmony-BBS Component on the Harmony Core
PC, pressed the little black programming button on the
back of the controller, and then, within 5 seconds, click
"Controller : Harmony"? on screen?

Pairing the controller with Harmony has resolved the
issue.

All that effort just so I have a spare controller in case
my existing one fails.
